Chicken and egg race is choking Indian roads

I was reading an article in today's newspaper about an ongoing Auto expo turning a big hit. 4-5 new small cars are expected to hit Indian market in 2010. Companies like Nissan, Toyota, Honda and GM and coming up with new cars specifically targeting India.

My initial questions were - Who allowed them to come here? Why were they allowed to come when the whole country is choking for space? My questions suddenly lost their weight after I thought this - More vehicles means more tax and which in turn get used in improving the roads. Unless we have more 'costly' automobiles on the road, roads don't need to be good. Only when more cars come on road, people start thinking about improving the infrastructure. So, it is 'chicken and egg race'.
